Colonial Office to Foreign Office.-(Received September 5.)
Downing Street, September 4, 1911. I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 30th August, forwarding a statement of the quantities of morphia and cocaine exported from this country during the first half of the year.
2. I am to request you to inform Secretary Sir Edward Grey that, in Mr. Harcourt's opinion, the question whether His Majesty's Government are now in possession of sufficient data to render possible the discussion of the control of these drugs would seem to be a matter in regard to which the views of the Board of Trade should be decisive. If the Board concur in the addition which it is proposed to make to the note to be addressed to the Netherlands Minister, Mr. Harcourt sees no objection.
